A Worrisome Walk At Burying Hill

Recent “06880” stories about using federal pandemic funds to restore the jetty at Burying Hill Beach got Scott Smith thinking.

Over the holidays, the alert and environmentally minded “06880” reader decided to take one of his favorite walks: from Burying Hill around the cove to Frost Point.

The rocky promontory is named for one of the original Bankside Farmers — the first settlers of Greens Farms — but the attraction for Scott is something that came much later: a line of concrete pilings extending far out into the sand flats. He believes the scenic ruins were once a deep-water dock serving the Bedford estate.

Of course, he notes, the walk is possible only at low tide — not just to stay dry walking down the beach, but even to make it into the parking lot. The roadway is underwater at most high tides. Scott hopes that the jetty project — if it happens — also includes flood mitigation for the road and lot.

Yet, he says, it looks like a big construction project is already underway nearby. A homeowner on Beachside Avenue is repairing the seawall. Huge boulders tumble across the sand, many well into the water line.

Scott says, “I’m all for homeowners keeping their property shipshape. But I also want to know that once the work is all done, Westporters will still have access to this beautiful stretch of beach. I take the graffiti on the seawall as an ominous sign.”

I read a lot about “affordable housing” in Westport. What is considered “affordable,” and who sets the guidelines?

Guidelines are set by Connecticut General Statute 8-30g. Click here for the exact 2021 income limits, and rental maximums.

Who hires the town attorney, and how much is he or she paid? (David Meth)

According to town attorney Ira Bloom, the First Selectman (or woman) appoints the town attorney. The budget for the position has various components:  retainer amounts for the town attorney and assistant town attorney; a component for labor and employment, and the contract services — the largest piece — which covers litigation and longer-term projects.

Neither Bloom nor the assistant town attorney, Eileen Lavigne Flug, are town employees, so they do not receive a “salary” per se from the town.

Also from Whitney Raith: Why are there so many dead-end private streets? Does this lessen the town’s road upkeep?

Now that’s something that I — as a native Westporter — never thought about.

My guess is it’s a function of how the town grew. As farmland was sold to developers, they built homes off the main roads. If the houses were behind each other, they needed a way to get to the main road. Because there was still undeveloped land behind, the new roads did not connect to others, so they became dead-ends (more delicately, cul-de-sacs [or “culs-de-sac”?]).

I’m sure the nature of people moving to town — seeking privacy, which “private” roads provide — had something to do with it too.

I don’t think it was a way for the town to avoid upkeep. But if my theory is wrong — or you’ve got other ideas — click “Comments” below.

Was there a mini-golf course where Lansdowne is now located? I was also told that it previously was the dump. (Antonia Zegras)

Fore! The 33-acre Lansdowne condos — located on Post Road East, just west of Stop & Shop — were once the site of mini-golf, and a driving range. For a while, a Bedford Junior High phys. ed. teacher had a trampoline business — “Ed Hall’s Jumpin’ Gyminy,” or something like that — out in front too.

That rink/disco lives on, as the Westport Tennis Club.

Compo Shopping Center: “06880” Readers Drive The Discussion

We may not be able to solve the COVID crisis. We can’t agree on where to put affordable housing, or what to do with trees on private property.

But together, we can fix one of Westport’s gravest threats: the Compo Shopping Center parking lot.

Yesterday, I asked for ideas about the clusterf*** that confounds us all. It is — as readers repeatedly report — a death trap. An embarrassment. And (this should get everyone’s attention) a detriment to business.

You did not disappoint. Ideas poured in — plus aerial photos, complete with arrows and Xs.

Sure, it’s the last day of the year. You’re distracted with New Year’s preparations, deciding which sweatpants to wear as you sit home tonight.

But I want to make sure that some of the best solutions don’t get buried in the Comments section. So here’s a summary of what you said.

Evan Stein has a thorough solution — with a diagram:

Evan suggests: Close all connections from the rear parking lot to the front. Re-stripe the lots, for angled parking.

Divide the lot with a barrier (giant planters with trees or shrubbery) into a south lot and a north lot. Each would have one entrance, and one exit. Enter the south lot from the south. Enter the north lot from the north.

Each lot exit would have an independent traffic light. The exit from Compo Acres Shopping Center (Trader Joe’s) would also have its own traffic light. There would be a 5-light cycle:
• South lot green
• North lot green
• Compo acres green
• Route 1 green (no turning allowed)
• Pedestrian crossing.

Elizabeth Thibault likes Evan’s idea, but notes that Post Road traffic frequently blocks the light at CVS. She’d make the lights one way, going into the plaza and then flowing out the back. If that doesn’t work, at least paint a giant box in front, and ticket drivers for blocking the entrance.

Elizabeth has a more radical suggestion: Remodel each business, making the main entrances in the rear. She’d keep the glass windows and displays on the Post Road side, to attract drivers, but would make the store layouts favor back entry.

Doug Kniffin offers 4 fixes, from easiest to most difficult:

Adjust the CVS-adjacent traffic signal for 3 separate phases: a) Post Road both directions; b) CVS lot exit only, with cars able to turn east and west; c) Trader Joe’s lot exit only, with cars able to turn east and west.

Paint solid yellow lines down the center of the parking lots in front of CVS and Gold’s Little Kitchen. This will help keep drivers on the “right” side of the lot.

Change the exit ramp next to Cohen’s Optical from exit-only to entry-only.  The exit ramp now is useless. A new parking lot entry will reduce traffic going into the entry further west, at the traffic light.

Take space from the north end of the People’s Bank parking lot; create entry/exit access lanes between the back of the Compo Shopping lot and North Compo Road. People’s rarely uses this space, but an exit/entry there will reduce the traffic traveling through the front lots.

Beth Berkowitz suggests angled parking too. That makes it harder for 2-way traffic to imperil drivers.

She’d also make the spaces closest to the road parallel parking — not head-in — and would turn the entrance/exit in front of CVS into entrance only. Traffic could exit only through the south (North Compo) end, or the back lot.

Wendy Crowther has one simple, quick fix: Eliminate the parking spaces that encroach upon the lot’s main entrance/exit, as well as those near the center driveway that passes between the 2 buildings. This would allow drivers to enter and exit the lot without the hassle of cars trying to pull in and out of those spaces.

There you have it: Westporters’ ideas for fixing a seemingly intractable traffic nightmare.

New Coffee Shop Stirs Controversy

The news that Dunkin’ Donuts is moving across the Post Road — from its spot near the UPS Store, to 2 vacant storefronts in Compo Shopping Center — was greeted not with joy, for its expanded space.

Instead, “06880” commenters expressed chagrin that the already chaotic parking lot opposite Trader Joe’s will become — unbelievably — even more gruesome.

In a town with too many candidates for Worst Traffic Nightmare, the twin lots near downtown win in a walkaway. As bad as the rest of Westport is, nothing comes close to these mis-aligned, cramped lots filled with aggressive, heedless drivers laser-focused on getting their pizza, dry cleaning or hemorrhoid cream, then getting the hell out.

Now we add coffee into the mix.

Arrow? What arrow?!

I don’t recall Compo Shopping Center always being so bad. Even with a McClellan’s five-and-dime, barber shop and luncheonette — remember “luncheonettes”?! — plus a supermarket where Awesome Toys is now, traffic flowed smoothly.

I might be misremembering, but it seemed that the traffic in front of the left side of the plaza was always one-way, headed south. You couldn’t come from behind the stores and head left through the lot. You couldn’t even back out and aim for the light at the middle; you had to keep going toward North Compo.

Now anything goes. Parking spaces are narrower than ever. Drivers are more distracted. CVS is always packed. And that’s just for starters.

Note the two — two! — cars entering the CVS lot the wrong way.

So here is today’s “06880” challenge. It’s probably a fool’s errand, but let’s say you had a chance to redesign Compo Shopping Center. What would you do?

You can reimagine the entire, horrific property: The tiny traffic island at the middle entrance that many folks ignore. The entrance itself, a few maddening yards away from its counterpart at Trader Joe’s. The cut-through to the back lot. The one-way hill leading to the Humane Society (which is moving soon, to Wilton). The rear lot. The traffic flow. The stores themselves.

You name it — it’s all on the table.

One way to solve the problem of narrow parking spaces.

This is a great country. We just launched a space telescope 100 times more powerful than its already impressive predecessor. We developed, manufactured and distributed a vaccine to combat COVID all in 13 months, even if some people are too batshit stupid to take it. We can do whatever we put our minds to.

Even fix Compo Shopping Center.*

Roundup: Hideaway Trees, Snow, Greens Farms Church …

SIR Development’s Rob Haroun responds to yesterday’s photo of trees that were recently cut on Hideaway Lane, off Hillspoint Road. He says:

“The 7 or 8 trees, most of which are on town property as shown in the Google Earth photo and acknowledged by the Westport tree warden, were all posted for removal. No one objected.

“After the requisite period of time and with permission from the tree warden, the trees were removed, some by the town. This was due to the extreme hazard to walkers and vehicles and the lack of maintenance over many years both by the town and the prior owner of 149 Hillspoint.

“The Google Earth photo (below) shows how the trees in the background leaned perilously over Hillspoint Road. Even though most of them were town trees, the tree warden requires replacement trees, from the town-approved list, which will be planted in the fall.

“Additionally, the ‘after’ photo (below) was not taken from the same vantage point as the Google Earth photo, as it does not show the remaining trees on both the left and right sides of Hideaway Lane.”

It’s hardly a surprise that Tyler Hicks and Lynsey Addario — Staples High School’s 2 Pulitzer Prize-winning photographers — have images in this year’s “Year in Pictures” supplement.

Tyler says: “This photograph was taken at a checkpoint where Afghan police were inspecting vehicles arriving from nearby Taliban controlled villages. As cars were stopped and checked I turned and saw that a family who was fleeing that area was packed into a car with a girl looking out the back window, back toward where they had come from. I could see the concern in her face and to me that’s what stood out about this moment.

“Although only one person is seen in this photograph, her face says everything about what was soon to come. You can always tell what’s coming by the mood of the population. There was an urgency among the people that was obvious. This is when it became clear to me that there would be no turning back the events that followed.”

She says: “I was traveling with UNICEF through this very flooded area of South Sudan. It was the first time people had been given masks and they were trying them on. There is so much flooding, malaria, hunger. Covid is not first and foremost on peoples’ minds.”

Each service will last about 30 minutes, and include opportunities for participation by children. All services feature candlelight, too.

Dozens of Westporters took time from hectic last-minute shopping yesterday, to contribute toys, books, coats and fundsto OneWestport’s collection. All donations will be given to Person to Person, the Fairfield County organization serving needing families.

James Dobin-Smith — founder of Staples High School’s OneWestport Club — says, “We were overwhelmed by how many people showed up. A 1st grader named George Gitto used the allowance he had saved up for months to buy picture books to donate from Barnes & Noble. We even got a cash donation from England!

“Thank you, everyone. We can’t wait to deliver the gifts on Christmas Eve!”

More than 55 years after graduating from Staples, Rob Carlson still writes and records music. He’s better than ever. And he’s doing it with great local talent.

His latest effort was assembled over the last 3 years. With some new and some new recordings of older songs, it’s called simply “Rob Carlson.” It’s typically eclectic: folk, rock, jazz, pop, Americana, R&B, comedy and reggae.

COVID enabled Rob to record with other non-gigging greats like Westport session guitarist Jeff Southworth, jazz keyboardist Chris Coogan, and old friends like Jon Gailmor.

Yes — the legendary Carlson & Gailmor duo, whose long-out-of-print Polydor record is one of the all-time, hard-to-believe-it-never-made-it great records — is back together for a bit.

This month, the Greens Farms Garden Club’s annual wreath-making workshop and lunch was special. They surprised long-time member Mary Lou McGuire with a Federated Garden Clubs of Connecticut life membership.

She was cited for her many years of service, depth of experience, and breadth of talents in chairing and serving on almost all positions in the club.

All wreaths made by club members were donated to local non-profit groups.

Friends and relatives of Kuti Zeeva gathered last Sunday for a memorial soccer game, at PJ Romano Field.

Zeevi — a stalwart member of the Late Knights men’s soccer team, and a popular jeweler in town — was killed 10 years ago this month, in a robbery at his Compo Shopping Center store.

Regular and former players joined younger ones — including Kuti’s 10-year-old grandson — for soccer and stories. He lives on in the hearts of many. (Hat tip: Alex Anvari)

Westporters have been talking this week about trees, and their removal near property lines and roadsides. A Planning & Zoning Commission subcommittee is drafting a regulation to protect mature trees in setbacks, stop clear-cutting, and ensure that when mature trees are removed, new trees are planted.

One of the most recent examples of clear-cutting is on Hideaway Lane. Several days ago the lot that fronts Hillspoint Road — opposite Loretta Lane, on the last gentle hill before Old Mill Beach — was stripped of every tree.

Marius Sarapinas is a master carpenter, whose work ethic is equaled only by his attention to detail. He is loved by clients and colleagues.

His dedication to his sons, age 13 and 8, is legendary. He suffered a brain aneurysm just before Thanksgiving, and has been in the ICU at Yale New Haven Hospital ever since. He has made some progress, but the road to recovery is long.

The family must pay medical expenses, along with their mortgage, food, utility and Christmas bills.

Fire Department Offers Home Inspections (And Tips)

Thankfully, fires are few and far between in Westport.

But that does not mean our firefighters sit leisurely in their stations, cooking chili and playing cards while waiting for the rare alarm to ring.

The department responds to medical emergencies and accidents, including on I-95 and the Merritt Parkway. They provide coverage for other towns.

And they conduct inspections.

In fact, that’s a large part of the Westport Fire Department’s work.

The fire marshal’s office looks at plans for new construction and planned renovations of commercial properties. They conduct regular inspection of existing buildings, with eyes toward things like exists, sprinklers and electrical panels.

Less known is the Fire Department’s role in home inspections.

More informal than with buildings — offered on request, as a courtesy, and not as an “enforcement” mechanism — inspectors offer professional expertise to keep owners and their families safe.

Requests come from older residents, and newcomers. The pandemic has brought many first-time homeowners to Westport; thee come from apartments with supers, to large homes with fireplaces and circuit breakers, and they’ve got questions.

Inspector Jon Piper is a veteran of home inspections. He offers these tips to Westporters:

There should be 1 smoke alarm in each bedroom, and 1 more on each floor. Change batteries when you change your clocks to and from Daylight Savings Time — and change the smoke alarms themselves every 10 years. Mark the date the detector goes into service, so it is easily visible.

CO detectors should be installed in any home with an attached garage or fuel-burning appliance. There should be more than one in a large or complex home. The Fire Department will help with optimal placement of CO detectors.

Have your fireplace flue cleaned regularly by a licensed professional. Burn only logs — not other material. Of course, dispose of all ashes safely.

Beautiful. But be sure to know how to use it.

Do not store hazardous materials (like propane tanks and gasoline) in your home.

Fire extinguishers can put out small fires. If you have an extinguisher, know how to use it. There are normally simple instructions on the outside. Do not delay calling 911 while using a fire extinguisher, and exit the building immediately if a fire is beyond the capacity of the extinguisher or the person using it.

There are safety limits to extension cords. Grounded plugs require an extension cord with a ground. A single high-demand electrical appliance like a space heater should be used with a heavy extension cord. Be careful not to overload cords; just because it has another outlet doesn’t mean it can take more load. Do not place cords under rugs, and don’t connect multiple cords together. A licensed electrician can install an additional plug if needed.

Discuss emergency plans with all family members. Establish a meeting place — for example, at the mailbox. Consider having regular fire drills in your home.

Make sure your house number is visible, approaching from either direction of the street. Homes with mailboxes across the street, or group mailboxes, should have markings on the house itself.

“We’re a public safety institution,” Piper says. “Anything that helps the public, we’re for it.”

For months, Greens Farms residents have wondered: What’s going on at Morningside Drive South and Clapboard Hill Road

There’s been activity there, at one of the town’s largest still-undeveloped private tracts of land.

On January 5 (7:30 p.m., Zoom) the Flood & Erosion Control Board will hear an application on behalf of the owner — Kowalsky Family Company LLC — for a 6-lot subdivision. It will be reviewed for drainage and grading recommendations to the Planning & Zoning Commission. To attend the virtual meeting, click here.

The latest COVID casualty: tomorrow’s Orphenians carol sing downtown.

The a cappella singers had invited alumni to join them, for this special event. The surge in local cases means waiting a year.

Orphenians director Luke Rosenberg wishes all Orphenians, past and present — and their countless fans — a happy, healthy holiday.

The Staples Orphenians sang downtown earlier this month, at the 06880″ Holiday Stroll.

Despite the Orphenians’ cancellation, there’s a great reason to go downtown tomorrow (Thursday).

From 2 to 5 p.m. Staples High School’s OneWestport Club is holding a toy and coat drive, at the Bedford Square traffic circle on Elm Street.

All donations will go to the Person to Person network. They provide a free holiday store, where low-income families can shop for free gifts for their families. There’s been a huge demand this year, so OneWestport is offering a final push.

New and gently used coats (all sizes, but clean!), new board games, stuffed animals and picture books are great.

Starting Saturday, January 8 (8 a.m.), it’s a 12-week group effort, for runners of all abilities. From non-runners to those training for a big race: All are welcome.

There are Saturday 8 a.m., and Tuesday 5:30 p.m. sessions. Most runs start and end at the Sconset Square store (with an occasional track or trail run).

And finally … Maurice and Robin Gibb were born on this day in 1949. With their older brother Barry, they formed the Bee Gees — one of the most popular British Invasion (and then disco) groups of all time.

Both died young: Maurice at 53 from a twisted intestine, and Robin at 62 from kidney failure.

Prospect Road Trees: Late Afternoon Report

As a chainsaw roared several yards away, Santa Claus sat in a swing, suspended from a tree branch.

That was the scene this afternoon on Prospect Road. A crew hired by contractor Joe Feinleib cut down the 2nd and 3rd of 5 oak trees in the setback near the property of next door neighbor Mark Donovan (aka Santa). Feinleib will build a new home on the land he’s clearing.

“I’m not going anywhere,” vowed Donovan, whose swing hangs from a branch on a near-100-year-old oak tree that hangs over his property.

“I’m not saying he’s not within his rights,” Donovan added, referring to his soon-to-be-new neighbor. “But I’m within my rights too. We’re 2 Americans, exercising our rights.”

Police were on hand earlier today. Feinleib had concerns about a news media drone flying over his property. Donovan had concerns about a bucket with tree workers over his property.

Prospect Road Trees, Day 2: The Cutting Continues

Santa Claus makes many magical things happen.

One thing he can’t do, though, is prevent the cutting of trees on private property.

Yesterday, “06880” reported that a near-1oo-year-old oak tree in the setback near Mark Donovan’s Prospect Road home was felled.

Developer Joe Feinleib of Coastal Construction bought the property that the trees sit on. He is cutting a number of the trees there, before building a new residence for his family.

As of this morning, Donovan says, 3 of the 5 oaks — whose branches overhang his property — have been cut down.

Awaiting the inevitable, he hung a swing on one of the major branches. Santa stopped by to lend support.

Meanwhile, Donovan invites interested Westporters to visit him, enjoy coffee and cake, and watch the final trees come down.

He and his family will be at 22 Prospect Road, behind the barn.
