Merritt Parkway Bridge: The Sequel

Last night’s post about the total lack of work being done on the behind-schedule Merritt Parkway North Avenue bridge surprised many Westporters.

At least, we figured, a horde of workers would gather this morning — doing a day’s work for a day’s pay.

Here was the scene at 9:45 a.m.:

There is 1 small pickup truck and a jeep parked near Northside Lane. There is 1 worker on the bridge, and a giant pile of dirt. Maybe something is happening underneath the bridge, but this does not look like a swarm of activity. School opens in 2 weeks.

A Very Interesting Definition Of “Working Around The Clock”

The target date of August 17 for restoration of the Merritt Parkway North Avenue bridge is near. It won’t be met.

So you’d think — particularly with penalties written into the contract — that crews would be working feverishly on the project.

Perhaps day and night.

In fact — according to James Lomuscio, writing last Friday for WestportNow — state Department of Transportation project engineer Shalal Hussein had said the week before that his crews were indeed “working around the clock.”

The weather this evening was beautiful. There was no heat, little humidity, and not a hint of rain.

There was also not a hint of any work being done on the bridge.

The alert — and concerned — “06880” reader who sent the photo above says, “This was taken at 7:30 p.m. tonight, on a clear evening. NO ONE is at the North Avenue Merritt bridge work site.”

She adds that according to a neighbor on Northside Lane, the crew shows up at 7 a.m. and leaves by 3 or 4 p.m.

“The lack of activity tonight was no aberration,” the neighbor says. “It is the norm.”

A Beautiful Bridge — If You Can See It

Every day, alert “06880” reader Jane Sherman drives over the small North Avenue bridge that crosses the Saugatuck River.

And every day she is dismayed to see the weeds and grasses that have grown up along it, since its reconstruction last year.

She called Public Works. They told her there is no money available for maintenance. They’re busy trimming trees on Easton Road, and doing other jobs to protect public safety.

Jane says, “I’m distressed. I feel like stopping and weeding the area myself.”

But she knows they’ll just grow back. Weeding is not a one-time job.

“This bridge is beautiful and new,” Jane says. “What a shame that Westport intends to let the site deteriorate.”

Working On The Highway

It’s not the biggest bridge traffic story of the month.

But it’s ours.

In the spring of 2015, the Connecticut Department of Transportation will begin a $2.6 million project to rehabilitate the Merritt Parkway’s North Avenue bridge.

It’s a big project. The bridge is 75 years old, and as with human beings, things happen at that age.

Notice is given: North Avenue will be closed 18 months from now, to repair this bridge.

But the state DOT understands the importance of North Avenue. It’s a major artery in town — and 4 schools (Coleytown Middle and El; Bedford Middle; Staples High) are strung along it.

So, while rehabilitation work will take several months, the plan is to close the road entirely only from mid-June to mid-August, when school is not in session.

A public information meeting is set for this Wednesday (January 15, 7 p.m., Town Hall auditorium) to explain the work, and answer questions. Plans will be available for review.

So let’s see. In Connecticut, officials send out notices about a bridge closing 18 months in advance, and hold a public meeting.

In New Jersey, the governor — sorry, random top-ranking people in his administration he barely knows — close most lanes of the busiest motor vehicle bridge in the world, yet the only communication is gleeful texts and emails among themselves.

Kind of drives home the difference between the 2 states, right?

Just Sign Here…

Yesterday, “06880” readers mourned the loss of 2 sycamore trees, on the Post Road between Starbucks and the diner.

(Some did, anyway. Other readers said “mind your own business.”)

Today’s post is about growing things. Specifically, advertising signs. They’re less than a mile from the felled trees, on the traffic island at the intersection of North Avenue and Long Lots.

An alert — but anonymous — “06880” reader writes:

There are 8 signs posted there, and it’s not even election season.

Doesn’t the town have rules against this? Only 2 of the signs are for school plays. Who enforces this? Can I make a few dozen signs for my business, and plant them all over town? What are the guidelines and penalties (if any) for placement of private signs on public land?

The reader continues:

I see a landscape company wanted to stand out from the crowd in the center island. So they put their ad right under the stop sign.

If There’s Gonna Be School On Monday…

…this stretch of North Avenue — a major route between Staples, Bedford Middle, Coleytown Middle and Coleytown El — will have to be cleared.

A Bridge Too Near

Westporters might have read recent “06880” posts about the possible reconstruction of the Route 57 bridge near Cobb’s Mill, and not cared. It won’t happen for several years. Besides, it’s Weston.

Well, this news strikes closer to home.

There’s a good possibility the North Avenue bridge over the Merritt Parkway will also need work. Patching, waterproofing, possible full deck repair — all are on tap for the 72-year-old art deco span.

Because it’s not over water, there are fewer environmental issues — so it will probably come up for work sooner than Route 57.

North Avenue is a major Westport thoroughfare, carrying 2300 vehicles a day. More importantly, it’s an important accessway to 4 schools: Staples, 2 middle schools and Coleytown El.

Construction could take 8 months. Detours would last for 4 of them.

Westporters will have to find another way to get to school.

Barn Raising

Last winter, many Westporters — including “06880” — worried that the demolition of the North Avenue barn near the corner of Long Lots meant that one more town icon had bitten the dust.

Rick Benson didn’t let that happen.

Carefully and lovingly, the local builder is recreating the old barn.  It looks the same — if not better — on the outside.  Inside, there are plenty of improvements.

Thanks, Rick, for proving that not every old structure must give way to a bigger, more bloated one.

Nice Parking Job

It’s bad enough that people who should use sidewalks — people with strollers, joggers with iPods oblivious to the world — take to the roads.

Now drivers are using the sidewalks as parking lots.

This scene — from the new barn being built on North Avenue, near Long Lots — is typical.

With an entire building site to park in, contractors choose this spot.

And we wonder where teenage drivers get their crazy ideas.
