Affordable Housing: Humane Opportunities, All Over Town

Town officials and residents have been laser-focused on 2 zoning issues: HB 5002, and plans for the Hamlet at Saugatuck retail/residential/and more  project, or a 500-unit 8-30g housing complex there.

Both the omnibus housing bill and large-scale development would impact Westport, everywhere from traffic and density to taxes and moratorium points.

Meanwhile — far from the spotlight — quiet but steady progress is being made on affordable and below-market housing.

And it’s happening all over town.

On Monday (June 23, 6 p.m., Zoom), the Planning & Zoning Commission will hear a pre-application for the property at 455 Post Road East.

For decades, the building between Compo Shopping Center and Westport Fire headquarters has been home to the Connecticut Humane Society.

They’re moving soon, to Wilton. That offers an opportunity for new housing — right on the bus line, a few steps from Trader Joe’s, CVS and more.

Westport’s Inclusionary Housing Zone — in place since 2010 — has encouraged housing (including affordable units) on mixed-used properties along the Post Road. Beneficiaries include developments behind Splash car wash, and at the former Geiger’s and Kowalsky sites opposite Greens Farms Elementary School.

But according to Rick Redniss, the regulation is not “user-friendly.” Some of the provisions discourage housing, especially of the affordable and below-market kinds.

He should know. He’s a partner in Redniss & Mead, the land use consulting firm that has worked on many successful local projects.

Redniss says the pre-app addresses the question: “Why can’t a site on the Post Road be all residential?” It seeks to add flexibility to the IHZ designation.

Housing — some of it affordable — is more necessary than “another small commercial building,” he says.

A builder with extensive Westport experience has contracted to buy the Humane Society property, Redniss says. But they need to know the P&Z backs housing at the site.

Redniss has worked on other affordable housing — some of it off-site — that many Westporters may be unaware of.

The Residence — the independent, assisted and memory care community on the Post Road near Morningside Drive — was built in an IHZ area. Instead of 3 small apartments on-site, the project includes 2 single-family homes — with yards and garages – on Crescent Park.

The Mill condominium project on Richmondville Avenue includes 5 units at 136 Riverside Avenue, next to Saugatuck Elementary School.

The Victorian home was completely renovated. Four apartments are now occupied by adults with special needs. A fifth is rented by an income-eligible resident director. A 49-year lease with the town has been pre-paid.

Meanwhile, residential units are going up on land between New Country Toyota and Splash car wash. In collaboration with Homes with Hope, Redniss is proposing an affordable 2-family home off-site.

Also in the works: on-site affordable housing at 220 Post Road West — the 2-story retail building that housed a rug store, on the corner of Sylvan Road North.

And, in the northern corner of Westport, 14 units of special needs housing at Glendinning Place, near the former Bridgewater headquarters off Weston Road.

Taken together, that’s a lot of affordable and below-market housing, at a wide variety of sites.

Keep your eye on the Humane Society — and other spaces — as public and private officials seek humane solutions to a town, state and national housing crisis.

Preserving Westport’s History, One House (And Town Hall) At A Time

Last night’s Historic District Commission meeting was special.

It was the one night a year that members did not review proposed demolitions.

Instead, they celebrated buildings that have not fallen to the wrecking ball.

The HDC honored 10 that have been preserved, thoughtfully and lovingly.

Nine were residential homes. One was the very place they met: Town Hall.

The Preservation Award honorees are:

15 BRADLEY STREET

OWNER: Holly Jaffe

The Colonial Revival at 15 Bradley Street originally consisted of the gabled section that was later extended to the south, with a perpendicular garage wing.

Remaining details include the exposed purlins and second story sleeping porch, both typical of a summer cottage architecture of its period.

This lovingly preserved home has been featured in “06880,” as well as the April 2023 issue of “Connecticut Cottages & Gardens.”

Holly Jaffe, the property owner and principal of the boutique design firm Wowhaus, renovated the house in 2021. Working with local architect Jon Halper and builder Alan Dreher, they maximized the space without changing the footprint.

29 NORTH AVENUE

OWNER: Annette Norton

The Mills Farmstead has several different build dates, ranging from c. 1775 to c.1850.

However, it is believed that the house was built c.1775 by Daniel Mills, then either rebuilt or remodeled by Hezekiah Mills c. 1820.

The property remained in the Mills family for 5 generations, until it was
sold in 1982. For the next 40 years the house deteriorated.

In the spring of 2021, Savvy + Grace owner Annette Norton bought the house. Her extensive interior and exterior renovation included removal of a stockade fence that hid the house from view, extensive foundation repair work, and repairs to the cedar clapboard siding, copper gutters and downspouts.

Her home was featured in last fall’s first “Historic Homes of ‘06880’” tour.

Annette Norton was honored for renovating a home that yields information important to Westport’s historic record.

60 LONG LOTS ROAD

OWNERS: Sophie and Victor Nordenson

60 Long Lots Road is a Colonial Revival house built by Daniel Burr in 1767. It was originally located at 71 Long Lots Road, and moved to its current site between 1848 and 1851.

Greens Farms Church records indicate the congregation met in this house after their meeting house was burned down by General William Tryon’s troops in his 1779 raid on Connecticut.

This house was constructed as a 5-bay, central chimney Colonial. It is unclear if the central chimney was replaced with twin stacks during the relocation, or if this occurred later.

The home was renovated in the Colonial Revival mode with 6-over-6 windows, and a leaded transom over the central entrance.

Sophie and Victor Nordenson acquired the house in 2019, and have kept it safe.

61 clapboard hill road

OWNER: 61 Clapboard Hill Road LLC

McCune House is one of the finest examples of Mediterranean Revival architecture in Westport.

Despite being renovated recently, it remains a well-proportioned, textured stucco structure that is casually arranged to suggest the vernacular building traditions of Spain and Italy.

The house’s significant features include steel casement windows, a tile roof, a projecting arched porch and shallow balconette with iron grill.

Built by William McCune c. 1920 on the frontage of an 8-acre parcel, it was a seasonal home for his son and daughter-in-law, William and Edgarda Rowe.

After William’s untimely death, Edgarda married Thomas Coggeshall. They lived in a larger house on Turkey Hill Road, and used this as a rental property.

67 LONG LOTS ROAD

OWNERS: Elaine and Andrew Rankowitz

In 1851, after the Daniel Burr House at 60 Long Lots Road was relocated, this impressive Italianate dwelling was built for William Burr, Sr.

The house passed through the family to his son William, Jr., and then to grandson Morris who owned it into the 1960s.

One of the first Italianate homes in Westport, this 5-bay, 2 1/2-story house has a hip-roof that appears slightly more pronounced today than originally intended as the full-façade veranda was reduced in length.

Some of the splendid exterior details, including coupled brackets under the
overhanging eaves and 6-light frieze windows, are hallmarks of Italianate design.

It was purchased by Elaine and Andrew Rankowitz almost 30 years ago. The 2024 Preservation Award commemorates their caregiving.

83 LONG LOTS rOAD

OWNERS: Elizabeth and Andrew Crossfield

This was built in 1830 by Greens Farms Church minister Reverend Thomas F. Davis, on land purchased from John Hyde. Davis was an owner of the academy on Morningside Road North purchased from Ebenezer Adams, whic became known as Adams Academy.

The Peffers-Everly House has been enlarged, and reworked in the Colonial Revival style.

Its original form was a 3-bay, side-hall plan, Federal building with a Grecian
frontispiece. In the 1930s it was extended on both sides, and the cross gable, lunette window, Doric cornices and a flat-roofed solarium with a Chinese trellis
balustrade were added.

While these additions are not necessarily period appropriate, they represent the fine revival craftsmanship that transformed many of Westport’s early houses
into gracious country estates.

The Preservation Award was given to the Crossfields to commemorate their continued guardianship of this gracious home.

90 hillandale road

OWNERS: Abby Majlak and John Vine.

The Patrick O’Connor House is named for the man who acquired a 2-acre parcel east of Muddy Brook in the 1880s.

He built this house with a vertical, gable-front orientation with deep
overhanging eaves, typical of late 19th-century vernacular Victorian design. The original building had a wraparound porch running along its front and side elevations.

The house was completely renovated in 2021 by previous property owner Kim Walin, utilizing the services of Leonard + Lees Design. It was featured in the April 2023 issue of “Connecticut Cottages and Gardens.”

Abby Majlak and John Vine purchased the house in 2022. A 2024 Preservation Award was given to honor their continued stewardship.

100 HILLSPOINT ROAD

OWNERS: Carolyn and Joseph Wilkinson

100 Hillspoint Road is a Colonial Revival structure built in 1920.

It is a rectangular plan building with a gable roof main block. The symmetrical 5-bay façade has a center entrance set beneath a projecting, pedimented portico supported by classical columns.

Fenestration consists of 2-over-2 double-hung sash windows. A central brick chimney and gable dormers interrupt the asphalt shingled roof.

Carolyn and Joseph Wilkinson have lovingly cared for this home for over 20 years. They receive a 2024 Preservation Award for excellence in ongoing
care and maintenance.

110 MYRTLE AVENUE

OWNER: Town of Westport

The neo-Classical building at 110 Myrtle Avenue serves as Westport’s Town Hall.

It was built as a school in 1927 with the help of local philanthropist Edward T. Bedford. Bedford Elementary School educated many generations of children until 1978, when it was converted to Town
Hall.

The 2024 Preservation Award commemorates the recently completed façade
restoration project of the portico and columns.

The building’s central street facing elevation consists of a porch with 6 2-story fluted Corinthian columns, supporting a classical gabled portico. A flight of stairs provides access from the driveway to the raised porch.

The entire assembly is the focal point for the overall symmetrical composition of the façade, and presents an impressive and serious “face” to Westport Town Hall.

In 2020, though the portico was in good structural condition, evidence of some
surface deterioration and missing details were noted. An assessment was prepared by the Architectural Preservation Studio under the supervision of John Broadbin, deputy director of the Department of Public
Works, and former HDC historic preservation specialist Dr. Daryn Reyman-Lock.

Work began in 2023. The project included coating removal and repairs to the wood columns, pediment, ceiling and trip. The concrete porch, steps and metal railings were also repaired and repainted. Finally, the original bronze and glass bulletin board wasrestored to its original appearance.

OWNER: Town of Westport

Riverside Avenue (the Post-Goodsell House) was built in the Queen Anne style by John Croker.

The building’s name is a combination of 2 property owners; Robert Post, who
occupied the house from 1896 to 1921, and Elizabeth Goodsell, who lived there from 1921 until 1958.

In 1998, the town of Westport purchased the property, adjacent to Saugatuck Elementary School. For the next 17 years it was used as office space for the Westport Public Schools.

This property is now leased to Abilis, a non-profit that has served the special needs community since 1951.

Under an agreement with the developers of the Mill Westport condominium complex, the building has been converted to 5 independent living units. Three are deed-restricted for disabled people earning 60 percent or less of the state median income.

The other 2 units are for individuals earning less 40 percent or less of the state median income.

This project is an excellent example of adaptive reuse. The asymmetrically massed house retains its bold roof silhouette — an excellent example of the rich, varied picturesque mode that dominate the late 19th century.

The Mill: From 19th Century Factory To 21st Century Condos

In its 210 years, the brick building on Richmondville Avenue has been home to a twine mill, a candlewick factory, artists’ studios and offices.

Later this month, the first owners move into The Mill. That’s the new/old name for the 31-unit luxury condo complex that has been developed — quietly, uniquely, and with an eye toward both the historic past and the modern, amenity-driven future — near the Saugatuck River, just off Main Street.

Despite initial fears by neighbors of increased traffic and noise, the project moved ahead after the 2.41-acre property, with 55,000 square feet of office space, was bought by Coastal Luxury Homes and Gault Family Companies in 2019.

As part of the project, the developers created off-site affordable housing. They converted a town-owned 1880 Victorian house at 136 Riverside Avenue into 5 apartments. Four are occupied by people with special needs; a fifth is rented to a staff member.

The historic house got a $2 million restoration (and landscaping) through Redniss & Mead.

On Richmondville, Coastal’s Joe Feinleib, the Gaults and Redniss worked with architects Marybeth Woods, Bruce Beinfield, Philip Hazan, Philip Cerrone and landscaper Bill Kenny to create a concept that The Mill’s website says is “inspired by European boutique hotels.”

All 31 units have different layouts, finishes and ceiling heights. Many include 12-foot windows. Several incorporate the factory’s original brick and stone work.

There are 2 styles. “Vintage Modern homes honor the pre-war history of this great structure in the post and beam style, while the New Modern layouts are constructed with steel and glass.” Five units have private outdoor space.

Prices range from $1.495 million to just under $3.5 million. Most are in the $1.7 to $1.8 million range. All have 2 bedrooms, except for the penthouse. Common fees are 93 cents per square foot.

The Mill’s amenities include a common area with gas fireplace, café, gym, and outdoor lounge with grills and garden.

A concierge will be on duty 6 days a week, while a furnished guest suite can be reserved for guests.

The Mill is 35% sold. Buyers include Westport residents looking to downsize (units range from 1,400 to 2,400 square feet, out-of-staters who want to be close to family members, and New Yorkers who appreciate the full-service lifestyle, Tribeca/boutique hotel feel, easy commute and proximity to downtown.

“Hudson Malone is next door — and it’s a New York restaurant,” Feinleib notes.

The Richmondville mill has been part of Westport since the early 19th century. When the moving vans arrive this month, it pivots toward the 21st.

136 Riverside Avenue is one step closer to reality.

This week, the Board of Finance approved a 40-year deed restriction for supportive housing for people with special needs.

The 1880 Victorian just north of Saugatuck Elementary School — owned by the town, and used previously by the Board of Education — will include 5 apartments. Four are for people with special needs; one will be rented to a staff member, who also qualifies under regulations for affordable housing.

The off-site affordable housing is part of the Richmondville Mill project. Funding came from Sam Gault and Joe Feinleib.

It’s a great example of public/private cooperation to address affordable housing needs. The town gets a $500,000 prepaid lease, on property it still owns. The historic house got a $2 million restoration (and landscaping) through Redniss & Mead.

Abilis — the 72-year-old nonprofit serving over 800 people with special needs — gets a completely redone home, gratis, for clients. Each unit includes a kitchenette and private bath

The town gets moratorium points toward affordable housing units — without going through the contentious 8-30g process.

Once a certificate of occupancy is granted, residents and a staff member will move in.

The short block of Rayfield Road between Post Road East and Spicer Road is public — and gets plenty of traffic.

For years, Volvo of Westport used both sides as a parking lot. After many complaints, the Board of Selectwomen voted to ban parking there. The “No Parking” signs went up a month ago.

Big deal.

Volvo — and others — continue to park there.

He writes: “Granted, there might not be huge demand for the very limited parkin spaces this time of year.

“But there were 4 commercial vehicles parked there, presumably by contractors working on a nearby house.

“I know there’s not much available parking down here. But those few spaces are intended for residents’ recreational use.”

But, Frank Rosen notes, the building is in disrepair. Paint is peeling; shingles are askew. It will take a lot more than a new tenant to bring back some of the beauty to this once-handsome mansion-turned-office.

There was a school bus accident yesterday, on Easton Road near Bayberry Lane. In the photo below, a small car was wedged under the far side of the bus.

Sandy Rothenberg says: “I have traveled this intersection for the past 35 years. It has become increasingly dangerous. The sight lines are very limited, and cars fly around the curve on Easton Road towards Westport. A very small sign indicates ‘slow curve.’ I hope this brings needed attention and improvements to this road.”

In March, “06880” reported on a proposal by Abilis to turn 136 Riverside Avenue into a home for special needs affordable housing.

The Planning & Zoning Commission has granted a permit for a second floor addition, interior and exterior renovations, and site work for apartments for 4 special needs people, and another unit for an income-eligible staff member.

More approvals are needed. But this is good news for special needs individuals and their families. And it’s 5 more important affordable housing units for our town.

Dr. Anthony Fauci and former 2nd Selectman/Board of Finance chair Avi Kaner shared a stage last night.

The New York Board of Rabbis honored both men with Humanitarian Awards , for their work during the pandemic.

Dr. Fauci’s contributions are well known. Kaner’s may be less famous. But the co-owner of Morton Williams Supermarkets was cited for the work his family-owned business did during the pandemic.

Morton Williams stores never closed. Employees kept working; senior executives ensured that the supply chain continued.

The company became a lifeline to New York. They worked with the CDC to adjust trucking regulations so that truckers would be comfortable making deliveries. They were among the first in the nation to set aside special hours for seniors and immunocompromised customers; they lobbied aggressively for mask use, and ensured that supermarket workers were included in phase 1B of the state’s vaccinations.

In fact, it no longer exists. It’s now called MoCA Westport.

Staples High School Class of 2019 graduate Anthony Salgado met Pierce Slutzky years ago, at Camp Laurel. Anthony says:

“Pierce was an amazing kid who was taken from us at age 17. He was diagnosed with brain cancer at age 14, and tirelessly fought medulloblastoma for 3 years.

“Pierce did not complain. He continued in high school, achieving an A average and making National Honor Society and Foreign Language Society.

“It is my honor to ask people to join in a CT Challenge bike ride to keep Pierce’s fight alive forever. I want to help those who are currently diagnosed, and those who may be diagnosed in the future.” Click here for the link.

And finally … Lloyd Price died last week in New Rochelle, from complications of diabetes. He was 88.

He had “Personality.” He had many other hits, including “Stagger Lee” and “Lawdy Miss Clawdy.” He’s a Rock & Roll Hall of Fame inductee. He led quite a life inside and outside of music. Click here for a full obituary.

 

Special Needs Housing Planned For Riverside Avenue

One of the Westport’s greatest needs — supportive housing for people with special needs — is moving through the regulatory pipeline.

136 Riverside Avenue is a 12-room 1880 Colonial Victorian just north of Saugatuck Elementary School. Owned by the town, it’s used now by the Board of Education.

A few years ago it was considered for special needs housing. That opportunity has come around again.

Rick Redniss — principal at Redniss & Mead, a surveying, civil engineering and planning firm — has been exploring possibilities for “off-site affordable housing” for developments like 41 Richmondville Avenue and The Residence at Westport for several years.

That’s the process by which approval is granted for new market-rate housing at one location. In exchange, builders create affordable housing units elsewhere in town.

Redniss has met with parents of special needs individuals and Westport’s Commission on People with Disabilities to determine the best design. Based in part on a Darien model, he realized that if individual units include a private bath, kitchenette (to help with independent living) and deed-restricted lease, they count toward the town’s moratorium points (granted for showing that a municipality is actively building affordable housing).

The current plan would convert 136 Riverside to 5 apartments. Four would be for people with special needs; one would be rented to a staff member, who also would qualify under regulations for affordable housing.

Abilis — the 70-year-old nonprofit serving over 800 people with special needs — sees this as an excellent opportunity. They’ve been collaborating with the 41 Richmondville Avenue developers to make this a reality. Redniss has met with neighbors, and continues to address concerns.

The proposal — which includes remodeling that respects the original architecture, and enhanced landscaping — is going through the 8-24 (municipal improvement) and special permitting process. It’s on the agenda for the Architectural Review Board’s March 23 meeting.

If approved, 136 Riverside heads to the Planning & Zoning Commission, Board of Finance and RTM, for lease oversight.
