Westport Inn: New Owners Revealed

So who exactly purchased the Westport Inn, saving it from possible demolition and Westport from the specter of a 200-unit, 5-story housing complex? And what did they pay?

The new owner is Building and Land Technology. The purchase price was $14.5 million.

Building and Land TechnologyBLT is described in a press release as “a leading real estate investor, developer and operator in Fairfield County and nationally.” It owns over 50 hotels across the US, and has developed numerous mixed-use projects, including Stamford’s Harbor Point.

Among its “premier commercial holdings”: the Nyala Farms complex, adjacent to I-95 Exit 18. Originally built for Stauffer Chemical, it now counts Bridgewater Associates as its anchor tenant.

“We’re pleased to add the Westport Inn to our local portfolio,” said Carl R. Kuehner III, CEO of BLT. “We believe that the Inn complements our office holdings here, and will continue to provide benefits for local corporations as well as residents of the Westport community.”

First Selectman Jim Marpe — who with Planning and Zoning Commission chair Chip Stephens worked to find a purchaser for the Sheldon Stein-owned Inn — said that BLT has “an extraordinary local and national reputation as a real estate investor, and is an experienced hotel owner. It’s gratifying to achieve a result that forestalls previous plans to develop multifamily housing on the hotel site, which we determined was not an appropriate use here.”

Stephens noted that apartments would have resulted in “excessive densification,” as well as the loss of much-needed hotel rooms.

The  Westport Inn recently underwent a multi-million dollar renovation. It includes 117 rooms, plus 6000 square feet of event space.

Hiawatha Lane Proposal Withdrawn — For Now

First Selectman Jim Marpe announced today that Summit Saugatuck is withdrawing its application to the Water Pollution Control Authority for a sewer extension to Hiawatha Lane Extension.

However, the attorney for the developer — who had hoped to build 186 housing units on the property abutting I-95 exit 17 — said that this does not mean Summit is abandoning its development plans. A new application will be filed soon.

Marpe said, “I was pleased to receive this letter. The report the town commissioned from Weston & Sampson engineers clearly showed the limits to the pump station serving this area. I hope that Summit will take this opportunity to reconsider the scope of its proposal.”

Downtown Planning Report: 44 Ideas Worth Examining

After several years, countless meetings and surveys, and endless anticipation, the 1st draft of Westport’s Downtown Master Plan has been made public.

A full house of interested observers was on hand yesterday when the Downtown Steering Committee got a look at the 159-page document.

Now the fun begins.

The consultant — Norwalk-based RBA Group — has provided 44 recommendations and strategies. They range from big-picture creative ideas to practical smaller improvements.

Here — drum roll, please — they are:

Near-term

  • Improve and complete the sidewalk network
  • Implement Main Street streetscape improvements
  • Create a new road: Library Lane
  • Redesign Church Lane into a “shared street”
  • Support improvements to Toquet Hall

The next stage begins now. The committee will present the report to the Planning and Zoning Commission on Thursday, January 15.

The public gets a crack on Wednesday, January 28, with an open house in the Town Hall auditorium (4:30-9 p.m.), and 2 separate report presentations (5:30 and 7:30 p.m.).

Nothing is chiseled in stone, as 1st Selectman Jim Marpe points out. However, it looks like 2015 will be a year in which downtown might really start to rock.

It’s Official! Holiday Season Is Here!

Well, as official as something like this can be.

This evening, First Selectman Jim Marpe lit the Christmas tree at Town Hall. Then hundreds of Westporters trooped around the corner to Christ & Holy Trinity Episcopal Church.

There — in one of Westport’s newest traditions — the Orphenians sang. A band played. Soup, chili, pizza and wine were served. Nearly 2 dozen non-profits handed out flyers and candy.

And, of course, Santa Claus came to town.

Compo Beach Plan Gets Rocky Reception

A member of the Compo Beach Master Plan Committee called last April’s public meeting — where opposition to new proposals, particularly perimeter parking, surfaced strongly — a “flash mob.”

Last night’s meeting at Town Hall — the 1st time the Parks and Recreation Commission reviewed the plan — was far less contentious. Citizens waited patiently through the consultants’ presentation of conceptual — not final — ideas, and a few commissioners’ questions, before speaking.

But when they spoke, they voiced a number of concerns.

As First Selectman Jim Marpe noted, Compo is used in “an amazing number of ways, and in common.” He spoke of the importance of investing in, upgrading and improving areas of the beach “where it makes sense.”

Introducing 2 plans — Options A and B — Consultants AKRF and Lothrop Associates expressed the hope that “everyone will like everything,” but cautioned, “no one will like everything.”

They sure didn’t.

Both plans show:

  • a new entrance across from Bradley Street, with permit pass-checking deeper into the beach than now exists
  • a driving loop around the beach, with perimeter pathways for walkers, joggers and bikers
  • an extended boardwalk, toward the cannons
  • exercise stations
  • upgraded bathrooms, lockers and Joey’s
  • redesigned marina promenade
  • unobstructed parking spaces
  • new trees
  • improved facilities (including a bathroom) on South Beach
  • a central lawn for picnics and special events, like Lobsterfest
  • new walkways along Soundview Drive and Compo Beach Road.

Option A pushes all parking back from the beach. Option B removes some of that, but allows some parking similar to what now exists on South Beach.

Both plans remove 200 to 300 parking spaces from the current number, which is around 1900.

Parks & Rec chair Charlie Haberstroh allowed youngsters to speak first. Several spoke eloquently and passionately of the need to retain the skate park. It does not appear in the current plans, but Parks & Rec director Stuart McCarthy said room could be made for it.

Then came comments from older folks. An early question covered costs. New buildings would run approximately $4 million; site work would be another $4 million. (Paving alone — included in site work — is about $2 million.)

Speakers zeroed in on specific concerns: Bradley Street will become more congested. The amount of asphalt and concrete that would be added to what are now “pervious” parking lots. The number of kayak racks that would be lost (none, McCarthy said).

Among the comments:

“You’re sacrificing 200 to 400 parking spaces for lawn and shrubs.”

“Parking and views are there 365 days a year. Traffic problems, they’re only 40 days or so.”

“I don’t understand all the talk about safety. The Sound is more dangerous than the beach.”

John Brandt referred back to an earlier speech. “You don’t fracture a gem,” the longtime Westporter said. “You polish it. We need to find a way to polish this gem.”

As Compo Beach Master Plan committee chair Andy Moss noted, plenty of dialogue and debate lie ahead. The Compo Beach proposals — which are still only design concepts — must still make their way through the Recreation Commission. Then comes the Planning and Zoning Commission, the selectmen, back to Parks & Rec, back to P&Z, and finally to the town’s funding bodies (Board of Finance and RTM).

Meanwhile, Westporters will continue to debate what they want — and don’t — for the town’s crown jewel.

Jim Marpe: Federal Response To Transit District Request Coming Soon

Tonight, 1st Selectman Jim Marpe released this statement regarding the Westport Transit District:

In response to the “06880” story regarding transit service for some of our after-school programs, I would like to provide additional information on this evolving situation and update Westporters as to what your elected representatives and transit directors have been doing to find both short and long term solutions to this unexpected event.

In early July the Federal Transit Administration notified the Norwalk Transit District of its determination that the after-school bus service that NTD operates on behalf of Westport is an unauthorized public transit service route. The stops and clientele primarily involve students and, as such, the service was deemed equivalent to a “school bus service” and thus was “non-compliant” with Federal transit regulations.

Without getting into a long explanation of those regulations, suffice it to say that NTD and the Westport Transit District were given only 30 days to present a plan to become compliant or lose Federal funding (approximately 65% of the total program cost) for these after-school routes and the use of the NTD buses.

This program has successfully operated for over 30 years in Westport. The program had recently passed its triennial Federal review, so its sudden disqualification came as a surprise. Unfortunately, the short time frame given to address the problem does not give us time to develop a solution in a manner which would meet the new federal interpretation of the regulations. Ultimately this may not be possible at all.

As soon as we were alerted to the problem by the NTD, the Selectman’s Office, in conjunction with State Representative Jonathan Steinberg and the Westport Transit directors, began a multi-avenue effort to find solutions. With the new school year upon us, and with hundreds of students, their parents and the programs counting on this service, our first and primary initiative has been to obtain a stay of this ruling. We are seeking a 5-month extension of our funding and continued use of the buses until January 1, 2015 so that an alternative solution can be found.

DOT logoToward this end, we have formally applied for an extension to the appropriate FTA administrator as well as to the Connecticut Department of Transportation, which is supporting our appeal. We have also been working closely with our state and federal representatives. Senators Blumenthal and Murphy and Congressman Himes have all signed a joint letter to the FTA strongly supporting Westport’s request for an extension.

Today I received a phone call from the FTA administrator in response to our letters and phone calls.  She informed me that relevant FTA officials will meet tomorrow  (Tuesday) to review our request, and expect to give us a response no later than this Wednesday.

In the interim, we have been exhaustively examining all other options to provide alternate service through other bus service providers in the region. The unfortunate reality is that, at this late date, most bus service providers are fully utilized at the time of the day when we would need 3 more buses to provide the service. There is very little additional bus capacity in our area at this moment.

If our request for an extension is granted, our objective will be to find a way to restructure our current program so that it is considered “compliant” by the FTA.  Alternatively, by working with programs and families, we can seek to find an alternative method of providing after-school transit services.

Hopefully on Wednesday we will have a positive response from the FTA so that we will not have to deal with the disruption and difficulty that the immediate cessation of this important service will cause. I will keep you informed.

Melissa Kane: Downtown Westport Must Be Both “Soulful” And “Economically Vibrant”

You can’t say Melissa Kane doesn’t have roots in Westport.

The newly appointed chair of the Downtown Steering Committee — she takes over from Dewey Loselle, who is now town operations director — spent summers here, beginning when she was less than a year old.

From that summer of ’69 on — when her parents brought her out from Manhattan — she has loved what she calls “my favorite place in the world.” Her downtown memories include Ship’s, the movie theaters (“I saw ‘ET’ there!”), and Bobbie’s Ice Cream (now L’Occitane), where Melissa served homemade scoops as a summer job.

Her boyfriend Jonathan nailed his marriage proposal: It was on a Compo Cove sandbar, which he knew she especially loved.

Melissa and Jonathan moved here nearly 12 years ago, 3 weeks after their daughter Lily was born. (She has an older brother, George). She quickly got involved with A Child’s Place, where she met her first group of “incredible people.”

She is one of Westport’s extraordinary volunteers: with the Westport Library trustees, Booked for the Evening and Friends group; Young Women’s League; Westport Schools Permanent Art Collection, Westport Arts Center,a nd Green Village Initiative.

Kane did all that while starting MKK Designs, a floral company that specializes in weddings and special events. throughout Fairfield County. Before moving to Westport, she worked in non-profit development and PR for a variety of social service providers, and others. She also was a food and entertainment columnist.

Her activism in town affairs led to an interest in the RTM. (“I actually liked the meetings!” she laughs.) She was elected to the governing body in 2011. She ran for 2nd selectman last November.

She and running mate Helen Garten lost to Jim Marpe and Avi Kaner, but Marpe was impressed with her focus on community-building, along with her expertise in conservation and sustainability. He appointed her to the Downtown Steering Committee shortly after the election, and named her chair when Loselle took his new post.

So what does all this mean to the future of downtown Westport?

“We have to make sure downtown is a soulful place for everyone who lives here,” Kane says.

To do that, she notes, “we’ve got to leverage the power of every organization in town. We have to include Town Hall, and we have to promote more public/private partnerships.”

She promises to continue Loselle’s focus on transparency and inclusion. After what she calls an “unprecedented” effort to reach out to as many constituencies as possible — a survey runs through July 13 — she looks forward to the committee’s next phase.

They held their 2nd “Visioning Workshop” on Monday. Ahead on July 21 at Town Hall: a series of presentations, by consultants, of survey results and workshops. That will be followed by open committee meetings and work sessions. Then comes a multi-day charrette, for even more public involvement.

“We’ll be involving all the stakeholders: residents, town officials, the Downtown Merchants Association, the library, Arts Center, Cinema Initiative, Bedford Square developers — you name it,” she says.

So what is Kane’s vision for downtown?

“As chair, that’s not important,” she says. “But what I am firm about is this. I never want to compromise the soul of Westport. Downtown must represent what’s real and authentic, and wanted by Westporters. But ‘soulful’ goes hand in hand with ‘economically vibrant.’

“Right now, we’re heading along the path toward that.”

The passing of Bill Meyer has left a hole in our community that will never be filled.

His enthusiasm for his town of Westport and for every Westport organization to which he belonged was unmatched and infectious.

He never tired of selling Westport and all the things that make it a special place.  But he always said that selling a great product is easy. For us, Bill was the one who made Westport special.

In his last public appearance -- this year's Memorial Day parade -- Bill Meyer promoted the Sunrise Rotary's Great Duck Race.

From Sunrise Rotary to First Night; from Saugatuck Congregational Church to Y’s Men; from mentoring young students to ushering at the Community Theater, and many other organizations as well — Bill left his high energy imprint on everything he was a part of.

When Bill became a member of Sunrise Rotary he became one of its most dynamic members; bringing in far more new members than anyone.  A true Rotarian – how wonderful to see him supporting his beloved Duck Race as he rode in this year’s Memorial Day Parade.

Bill was on the Board of First Night for many years. His energy and enthusiasm for the organization was a key factor in sustaining this great family event.

As the Senior Center Super Bowl Party organizer, Bill arranged for cheerleaders and members of the Staples High School football team to attend and provide spirit to the festivities. It didn’t matter which teams were playing in the Super Bowl – it was enjoying the day and the event that mattered.

As our most recent longest serving RTM member, Bill brought a new meaning to civic duty. He loved to campaign at the train stations and in front of the area supermarkets on behalf of the candidates he supported — and they came from both sides of the political aisle.

Bill Meyer is probably most famous as the creative force behind our town’s girls’ softball program. He paved the way for gender equality in our town’s sports programs long before it became the accepted norm.

The town’s softball diamond on North Compo is Bill Meyer Field. For the last 25 years he has been umpiring games and is well known to all of the girls and their families who have played softball over that period.

In contrast to his vocal and unabashed enthusiasm for organizations in town, Bill was quiet and unassuming in his outreach to those in need. Bill mentored several young boys in both Bridgeport and Westport. He was a board member of Isaiah House in Bridgeport, which is a half-way house for people leaving prison. Again, these are true examples of his dedication to those in need and his desire to serve his community with his talents and gifts.

The list of contributions Bill Meyer made to the town of Westport is long and inspiring. These contributions were not monetary in nature, but rather contributions of mind, spirit, enthusiasm, and self. He was selfless – always thinking of others and how he could provide an opportunity for others to become involved as he had. His love for Westport shone throughout. His legacy will surely endure but, for now, he has left us with aching hearts and fond memories of raucous enthusiasm enveloped by gentle dedication and kindness.  He will be sorely missed.

Our deepest sympathy goes out to his wife, Carolyn and to Bill’s children.

Jim Marpe Gets Tanked

Whether you agree with his stands or not, you know the guy loves his job.

Yesterday, Westport’s 1st Selectman sat in the dunk tank at Sunrise Rotary‘s annual Great Duck Race.

For anyone who wanted to take a shot at our chief executive — or just hoped to support a great effort — it was a perfect way to start the summer.

And what was the rest of the Great Duck Race like?

Dewey Loselle’s New Post: Town Operations Director

First Selectman Jim Marpe has named Dewey Loselle to the new position of operations director for the town of Westport. Loselle’s current post in the Marpe administration is chair of the Downtown Steering Committee.

A bipartisan search committee made the recommendation.The group was led by Pete Wolgast, former executive assistant to First Selectman Doug Wood. Wolgast said, “the high quality of applicants for this opening was amazing. As it turned out, Dewey has all of the experience and ability to be an outstanding success in his new role. I am certain that he will be a huge benefit to the First Selectman in his goal of improving the operations of Westport’s town government.”

Search committee member and former Board of Education chair Don O’Day added, “I was very impressed with all of the candidates and the decision on whom to recommend was not easy … We chose Dewey based on his very impressive resume, his considerable knowledge of Westport’s governing structure, and his recent work leading the Downtown Steering Committee. He has shown he can get things done while reaching out to as many people as possible.”

Loselle has over 30 years of experience in local and state government, including division chief for the New York City comptroller evaluating programs and agencies, NYC assistant commissioner for budget and finance in NYC, a government consulting principal/partner, and on the Westport RTM. He has conducted over 100 consulting engagements with state and local governments helping improve performance and functionality.

Loselle has served as a consultant for the state of Connecticut, and municipalities such as Greenwich and Stamford.  He was a member of Governor William O’Neill’s Thomas Commission, which studied ways to make state government more effective and efficient.

Loselle’s educational background includes a BA in government (magna cum laude) from Boston University, and a masters in public administration from New York University (with concentrations in public policy and finance).
