First Citizens Of Westport

One man revitalized downtown Westport with a building project. The other revitalizes lives, providing homeless people with buildings to sleep in.

Both men — David Waldman and Jeff Wieser — will be honored as “First Citizens.” The Westport Weston Chamber of Commerce presents the awards on Tuesday, June 13, at a dinner at the Boathouse restaurant.

Waldman is principal of David Adam Realty. Under his leadership, Bedford Square — the former Westport YMCA — has been transformed into a lively retail/restaurant/residential complex.

That’s just the latest achievement in Waldman’s 26-year commercial real estate career.

A near-native, he arrived here in town age 1. His father — a marketer — moved here because Westport was “the marketing capital of the world.” He built buildings to house his business. He sold the company, kept the buildings, and a real estate firm was born.

David attended Coleytown Elementary and Junior High. He graduated from St. Luke’s and Syracuse University, then returned to Westport in 1991 — just in time for a real estate downturn.

Waldman persevered. His initial project — renovating the Art’s Deli block on Post Road West, including apartments above — provided him with his first understanding of “process, politics and zoning.”

He and his wife Yvette — “the one who grounds me and gets me through life” — have 3 children: Rachel, Jacob and Ava. He calls them “my greatest accomplishments.”

Yet Bedford Square — created in conjunction with several partners — is not too shabby either. By developing adjacent Church Lane and Elm Street, Waldman has “tried to make positive change. We’re taking the town where the world is moving — a little more walkable and connected.”

He calls himself “blessed to live, work and play in the same town. Sometimes that’s difficult. But it’s nice to see people enjoy our work.”

Now he’s turning his attention to nearby Sconset Square, and the former Save the Children site across the river.

“I’m only 47 years old,” Waldman notes. “It’s nice to have public recognition. But at the end of the day, the product on the ground is what I’m proudest of.”

Waldman’s fellow First Citizen honoree Wieser represents the non-profit sector. In 7 years as CEO and president of Homes With Home — Westport’s supportive housing umbrella — he has nearly doubled the number of beds, added new services, and engineered a merger with Project Return (the North Compo residence for teenage girls and young women).

Homes With Hope is believed to be one of only 4 such organizations in a town like Westport in the nation.

This is Wieser’s 2nd career. A New York banker with stints in Australia and Hong Kong, he and his wife Pat moved here in 1985.

Their choice of Westport was happenstance — they just wanted a “commutable suburb” (a town-owned golf course and beaches were added attractions) — but it soon became home.

With 2 young children, the Wiesers quickly met lifelong friends.

Wieser served on the Homes With Hope board for 15 years. He had not thought of working there. But when founder Rev. Peter Powell retired, and several people asked Wieser to step up, he realized that after 30-plus years in banking, he was ready.

His wife said, “This is something you wanted to do all your life.”

She was right. “It’s been a wonderful change,” he says.

Wieser is proud that his organization has been supported so well — and so long — by town officials and private citizens.

“Westport cares about our neediest neighbors,” he says. “Homes With Hope is a model for all suburban communities.”

Wieser hopes to keep it growing. “There’s still plenty to do,” he notes. “We’re getting chronic homelessness under control. The much bigger challenge now is affordable housing.”

Waldman and Wieser are not the only 2 Westporters to be honored by the Chamber of Commerce. “Young Entrepreneurs” Aishah Avdiu, Remy Glick, James O’Brien and Phoebe Spears — from Staples and Weston High Schools — will be feted too.

Westporter David Pogue — technology columnist/Emmy-winning TV personality/author/musician/New York Times, CBS News, Scientific American, Yahoo Tech and PBS star — is the keynote speaker.

We can’t all be First Citizens. But it’s clear — and the Chamber of Commerce recognizes — that Westport is blessed with far more than one.

Downtown “Golden Triangle”: Final Piece Of Puzzle May Be Solved

Like any developer, David Waldman has enjoyed watching his latest project take shape. Bedford Square will redefine downtown, tying together Church Lane, Elm Street and Main Street, while offering an exciting new mix of retail, office and residential space.

Yet for a long time Waldman felt frustrated. One small but key piece of property did not fit.

The owner of 36 Elm Street did not want to sell. The town of Westport owns the parking lot. It looked like Waldman would have to build, as best he could, around those existing properties.

But a solution may be at hand. If town officials agree to a land swap, everyone could benefit: Villa del Sol. Drivers. Pedestrians admiring the streetscape. Merchants. Apartment dwellers. And, of course, Waldman.

He is currently negotiating to buy 36 Elm Street. (Ironically, he once owned it. He and his father bought what was then Brasserie Saint Germain in 1993. Waldman sold it several years later.)

His plan is to swap the property for a section of the town-owned Baldwin parking lot, across the street. Waldman would then build a 9,750-square-foot building behind Lux Bond & Green.

Villa del Sol would reopen there, alongside 3 small retail stores. Above them would be 4 apartments — 1 of them rented under state “affordable” guidelines.

The town would demolish the Villa del Sol building, creating additional parking. Waldman says that despite taking Baldwin spots for the new building, the town would net a gain of 2 parking spaces in the new lot.

If approved, Waldman says his plan will “really and truly complete the ‘Golden Triangle’ downtown.

“I really feel this is the last piece of the puzzle in downtown Westport. The proposed building will solidify the importance of Elm Street, and its connectivity to Main Street and Church Lane. It also improves pedestrian safety.”

In addition, Waldman says, “it provides beautiful sight lines for the Bedford project, and the new design for the back of 44 Main Street” (the Banana Republic building).

Frederick William Hoag — the architect collaborating with Waldman — is also working with the owners of 44 Main Street, and the Bobby Q’s building. Those projects will benefit from the new parking lot too, Waldman says.

Finally, he notes, the Elm Street land swap is in keeping with feedback about downtown development. One popular idea was for storefronts on the Baldwin property, adding retail while blocking the view of an ugly parking lot.

Town officials seem receptive to the plan, in its early stages. Now Waldman must finalize the contract for 36 Elm Street, and begin the land swap process with regulatory bodies.

Downtown Redevelopment: The Drama Heats Up

In it, Waldman outlines his proposals for a zoning change for 35 Church Lane (next to the Y); his vision for other nearby properties, and his thoughts on current and potential Planning and Zoning Commission members.

Friends and Colleagues,

I am sending this email with the hope that you will consider sending a letter to the Chairman of the Planning and Zoning Commission, similar in nature to the sample letters attached.  I have attached two versions, one for local landlords or business owners and one for residents (if you are not a resident I apologize but hope you will consider passing this on to your friends who live in Westport who would supportive of our zone change and future project).  Please feel free to modify this sample letter so it reflects your views (with the hope that those views are still supportive of our proposal).  We would also welcome personal supportive letters to the editors of the local papers prior to the meeting on the 20th.

Next week, on Thursday, October 20th, the partners of Bedford Square, of which I am one, are going in front of the board to seek approval to change the current zoning on 35 Church Lane from RORD to BCD.  Our partnership purchased the property in late 2010 with the hopes of combining it with our redevelopment of the YMCA.

The re-zoning is just the first step which would allow us to create a more vibrant project for the downtown area.  Assuming we are successful with the zone change, and subsequent public meetings to follow, the proposed project could have over 100 underground onsite parking spaces, 35+ residential units, substantial public space, courtyards, outdoor dining, pathways and connections from Elm Street, Church Lane and Main Street, as well as additional small shop retail, restaurant and office space moving down Church Lane and rounding the corner at Elm Street.

As part of the development team and a resident of Westport for over 40 years, I, as well as my partners, care deeply about the character of our town and its overall success.  We are well versed with how adaptive re-use and preservation can be achieved and complemented as well as the principals of smart growth and sustainability.

I am currently working on the restoration of 101-107 Post Road East (soon to be the new home of Urban Outfitters) as well as the restoration of 26-28 Church Lane (soon to be the home of a new restaurant owned and operated by the operators of the Grey Goose).  I was also involved with the restoration of 87 Post Road East (home to Patagonia and recipient of both local and federal preservation awards).  I was part of the development team which repurposed 125 Main Street(home to the new Gap and Brooks Brothers Women) and continue to work hard to make Downtown Westport a better, more vibrant and active place.

I realize that many of you may have questions before you decide to send in a letter supporting our zone change and I would be happy to answer any of those questions either in person, by email or by phone.  If you are willing to send in a letter, please make sure it gets to Mr. Corwin before the meeting on the 20th.

Also, and equally as important, there is an upcoming election for the Planning and Zoning Commission which will help shape the future of the downtown area.  Three members of the current commission are stepping down opening up the opportunity for their seats to be occupied by potentially “obstructionist” members who do not understand change nor want it to occur.

In particular, Jack Whittle and Chip Stephens are these type of people.  If elected, they could impede the positive momentum our current commission has set in place.  They want the commission to remain a reactive body instead of a proactive body.

The other candidates, Jennifer Johnson, Catherine A. Walsh and Al Gratix are all reasonable, intelligent candidates who understand smart growth and want to create a successful, vibrant downtown.  For all those interested, there is a debate on Monday the 17th at town hall between all the candidates.  I believe this debate will be televised on Chanel 79.

I implore you to get the word out about the candidates who should and deserve to fill the soon to be vacated seats on the P&Z.  In particular, Jennifer Johnson has a long and solid background in planning and, like Catherine and Al they want to see positive change in the downtown area.  They want to see our riverfront opened up to the public, they want to see vibrancy, an additional tax base to lessen the blow on residents.  They deserve your vote but need your help in ensure they can win.
