I believe that is an intentionally menacing-looking lawn sculpture designed to keep geese away.
John … Yikes … seeing that on a casual walk would keep me, as a human being, away too! 🤣
This is a model of a coyote used to scare geese, ducks, and othe avian interlopers from occupation of a lawn.
Is it alive?
I think that used to be on the Longshore driving range…if memory serves me correctly.
