This is one of the much older busses that are in need of a replacement. Sadly, a lot of the busses are like this.
Wouldn’t it be the owner of the bus and not the driver?
Not to mention CT refuses to enforce its idling law which also contributes to air pollution so going after Ohio and Pennsylvania for their their contributions to air quality http://wshu.org/post/ct-ny-petition-epa-limit-air-pollution-rust-belt-coal-plants.
I would look to the maintenance department versus the driver.
Certainly not the Magic School Bus.
