Roundup: Birds, Gifts, Music …

Here’s a bright idea: The Connecticut Ornithological Association has just launched a “Lights Out Connecticut” initiative.

Residents, businesses, schools and building managers can pledge to turn off non-essential exterior lighting each night from 11 p.m. to 6 a.m., during periods of peak bird migration. The goal is to help save migratory birds.

Connecticut joins Colorado, Georgia and Texas as the only places in the nation with statewide “Lights Out” programs.

The COA says that because most North American migratory birds travel at night, artificial light can disorient them, leading to fatal window collisions. There may be as many as 988,000,000 bird deaths in the US each year.

It’s a great idea. It’s especially welcome by residents of Cottage Lane. They’ve been aggravated by bright lights at the new 1480 Post Road East development nearby. The Planning & Zoning Commission has ordered a new lighting plan by May 9.

Westport has many adult education offerings in many areas.

Andrew Smith thinks there are not enough in music.

He’s the executive director of Suzuki Music Schools of Westport & Orange — well known as a center for early childhood, and middle and high school, programs.

The Suzuki Philosophy is that children need an immersive experience in music. Smith says that holds true for adults too. Suzuki is not just for kids.

The school offers basic classes like Music Reading for Beginners, and Listening to Classical Music. Smith hopes to add Singing for Pleasure, Film Music and Composing.

He’d also like to create a Suzuki Members Club for Adults, with social engagement, public concerts and use of the facility. It would be like rowing or golf clubs — but focused on music.

May is flower month at Wakeman Town Farm.

“Blooming With Paint’ (May 9, 6 to 8 p.m.) is a painting and drawing workshop, focusing on floral still life and challenging students to notice scale, proportion and placement.

The Camp Gallery’s new solo show is “The Rooms of Joseph Ginsberg.”

There’s an opening reception next Friday (April 29, 5 to 7 p.m.) at 190 Post Road East. The show runs through May 24.

It’s 2 years late. But Staples High School’s Class of 1980 celebrates their 40th (okay, 42nd) reunion (and giant 60th birthday party for all) this year.

The main event is Saturday, August 13 at LaKota Oaks in Norwalk. The 65-acre site features a pool, basketball and volleyball courts, horseshoes and more. Dinner includes a DJ and dancing.

There are also meet-ups as Viva Zapata (Thursday, August 11) and the Black Duck (Friday, August 12).

As is traditional, they’ll raise money in honor of beloved classmate Susan Lloyd, to support The Susan Fund.

And the grand marshal of the 2022 Memorial Day parade is … Jean Wells.

Born 104 years ago in Indiana (!), she moved to Westport in 1926, Jean attended Bedford Elementary School (now Town Hall), and Katherine Gibbs School.

In 1943 she joined SPARS, the women’s division of the Coast Guard. She attained the rank of Yeoman 2nd Class, and was discharged in 1945. Jean returned to Westport, and in 1957 married David Wells.  They have 2 sons, David and Jonathan.

Jean has been active with the Red Cross, and volunteered at Norwalk Hospital for over 32 years.  She also visits with her fellow veterans at the VA hospital.

Her selection as grand marshal fits well with this year’s Memorial Day parade float contest them: “Honoring Women Veterans.”

The Memorial Day parade begins at 9 a.m. on May 30. A ceremony follows immediately, on Veterans Green.

Last month, “06880” reported on a dispute between residents of Cottage Lane and SIR Development. Neighbors complained that lights from the new construction at 1480 Post Road East were shining brightly onto their property.

On Monday, the Planning & Zoning Commission voted 5-2 to approve the original lighting plan that had been passed by a subcommittee, and supported by Cottage Lane homeowners. SIR had requested that a later plan, submitted by them, be okayed.

Swoon — the great antiques/art/accessories/custom furniture/design services space in Sconset Square — was the setting last night for Jane Green’s launch party.

The bazillion-selling author (and longtime Westporter) just published her first novel inspired by a true story, “Sister Stardust” re-imagines the life of troubled 1960’s icon Talitha Getty, as only Jane Green can.

Speaking of Sconset Square: Josh Levkoff and Stacey Lewis (and their 2 toddlers) are new in town. They run their own small businesses, and are looking to get involved in many ways.

Josh — a jeweler — is wasting no time. He’s teamed up with Bespoke Designs, for a “Sip and Shop” event tomorrow (Thursday, April 7, 5 to 7 p.m.) and Friday (April 8, 10 to 3 p.m.), at Bespoke (in Sconset Square).

He’s already got the Westport spirit. A portion of the proceeds will go to MoCA Westport, for children’s programming.

Designer, entrepreneur and humanitarian India Hicks — recently feature in People Magazine — headlines a special event at MoCA Westport (May 12, 5 to 7 p.m.).

Nix the knotweed!

That’s the title of Aspetuck Land Trust’s next “Lunch & Learn” (April 13, noon to 1:15 p.m., Zoom).

Natural gardener Suzanne Thompson offers an overview of the worst invasive plants in the area (yeah you, mugwort, garlic mustard, multiflora rose, Japanese barberry, and of course knotweed).

She’ll talk about how to remove or combat them, and re-establish native ecosystems that support pollinators, wildlife and insects. Click here to register.

Westporter Mark Shapiro talks about his career — first with ESPN, now at Endeavor (the talent and media agency with clients in movies, television, music, theater, digital media and publishing — and the NFL, NHL and Ultimate Fighting Championship).

He’ll chat with author and investigative journalist Jim Miller. It’s the next “Andrew Wilk Presents …,” courtesy of the “Live at Lincoln Center” producer.

Tickets are selling fast for “Next to Normal,” the first Westport Country Playhouse production of the 2022 season.

But you don’t have to see the show to be part of a series of special events, delving deeply into the theme of mental illness.

“Next to Normal: Dig Deeper” is free, and open to all. The sessions begin approximately 2 1/2 hours after the curtain time.

Tom Kitt, the show’s composer, is the guest this Sunday (April 10, 3 p.m. curtain). He’ll discuss his musical that received the Pulitzer Prize for Drama, and 2 Tony Awards for Best Score and Best Orchestrations.

Other programs include post-play dialogues with the audience. The first is a conversation about the music from “Next to Normal” and its significance to the subject matter (Thursday, April 7).

Pastoral counseling services and spiritual well-being will be discussed with Rev. Dr. Bernard Wilson of Norfield Congregational Church (April 12).

A perspective on the musical’s mental health themes will be presented by Dr. Jeffrey Borenstein, CEO of the Brain & Behavior Research Foundation, on April 19. He discusses how to live with and help people coping with mental illness

Resources for those living with mental illness will be explored by Linda Autore, CEO of Laurel House, on April 22.

It’s baaaaaaaaack!

One of our town’s most beloved — and ephemeral — signs of spring has returned, right (or slightly ahead of) schedule.

The “Daffodil Mile” (measured liberally) is again in bloom, alongside Main Street in front of Willowbrook Cemetery.

It’s one of our favorite “Westport … Naturally” sights.

[OPINION] Stop Lighting Up Cottage Lane!

Last year, a new housing development at 1480 Post Road East replaced the old Roger’s Septic business.

Neighbors behind the site — on roads off Maple Avenue South — worked with the builder during the design phase to make sure their concerns were addressed. The 1- and 2-bedroom condo-style apartments and townhouses are now up, and occupied.

However, for several months nearby residents have complained about bright lights shining onto their property. Chris Grimm wrote to the Planning & Zoning Commission, and copied “06880”:

A lighting plan has been submitted for your review for 1480 Post Road East. The applicant has submitted this as a modification and requested this as part of a work session, therefore not allowing public attendance.

As president of the Cottage Lane Homeowners Association, I urge you to reject this application.

Lights were installed without the appropriate P&Z review (or public input), and violate Westport regulations for light spillage on adjoining properties. The lights violate rown policies that require lighting be at a low level, downward directed, and screened.

The 2nd-floor placement certainly is not “minimal height from the ground,” the lights are most certainly “visible from above 6 feet from the ground at the property lines,” and the “glare is not shielded from abutting properties.”

I urge you to come to Cottage Lane some evenings to see for yourselves how these lights (which stay on overnight, until 6:15 a.m.) fail to conform with town regulations, and disrupt neighbors’ lives.

In a town where residents argue vehemently about lights at sports fields, which would not be on every night and would be turned off at a decent hour, we look at these lights that spill into our yards and our homes and steal our night times, every single evening.

Almost all of the homes in the Cottage Lane Homeowners Association are negatively impacted by this lighting. Two directly look at the lighting from their living rooms and 2nd-floor bedrooms. Two others are even closer, with lights shining into the backs of both houses. The view of #4 is especially jarring, as if a spotlight is aimed on the back of that house.

The houses at the corner of Cottage and Maple are impacted by the lights on the westernmost building, which directly faces them. Given the higher elevation of those properties, they seem to look downward on the bright lights, further evidence of the lack of appropriate screening.

I believe that this is a simple matter of enforcing regulations as they are written, and rejecting any plan that does not conform. I also believe that you should look at this as a “clean slate” project. To allow the developer to tweak a conceptually bad plan later, simply because he inappropriately installed it, would be to reward him for not following the proper procedures. The developer should start from scratch to create an appropriate and compliant plan, regardless of what he previously, inappropriately, installed.

“06880” reached out to SIR Development. President Rob Haroun declined to comment. The P&Z will ocnsider the matter on March 28. For correspondence and other materials related to this, click here; then scroll down to “Work Session Items: New Business.”

8-30g Affordable Housing: More Proposals On The Way

For Westport, this has been a winter without much snow.

But a blizzard of 8-30g proposals continues to swirl all over town.

8-30g is the official name of Connecticut’s affordable housing statute. It mandates that municipalities make 10 percent of their housing stock “affordable” (according to a state formula). Though Westport has a variety of such units, many were built before 1990 — the date upon which the standards are based.

Which means that developers now eye all kinds of property. Incorporating 8-30g housing helps ease the legal path toward approval.

This week, a plan was submitted for 5 residential buildings on the Roger’s Septic Tank site at 1480 Post Road East. It includes 18 1-bedroom apartments, 14 more with 2 bedrooms — and would be 30% affordable housing, as defined by 8-30g. (Click here for the complete application.)

The property — between the Rio Bravo/Julian’s Pizza strip mall, and a gas station — is a throwback to the days before the Post Road was greened and cleaned. Roger’s was there for decades; before that, it was Bob’s Welding.

Several years ago, a private agreement was reached between the owner of the commercial site and homeowners on Cottage Lane — which runs behind — stipulating that no housing could be built on the property. The agreement did not involve the town. A legal battle is sure to ensue.

Meanwhile, a couple of hundred yards east, there’s talk that several properties are being gathered together for at least one 8-30g proposal. These includes Redi-Cut Carpet, Innovation Luggage and Pane e Bene restaurant; houses behind it on George Street; the now-shuttered Sono Baking Company and adjacent A&J’s Farm Market, and the Westport Tennis Club behind it.

Those properties are not all contiguous, so there could be more than one proposal. No applications have yet been filed.

Next month, another proposal — much more concrete, in the works for far longer, and at the opposite end of Westport — comes (again) before the Planning & Zoning Commission.

Felix Charney will be back with yet another plan to construct 187 units on Hiawatha Lane. The narrow road is accessible by West Ferry Lane off Saugatuck Avenue, between I-95 exit 17 and the railroad station parking lot. The developer hopes to create a “medium density housing opportunity zone” there.

The P&Z is up to its eyeballs in 8-30g issues. Still on the docket: 20-26 South Morningside Drive (where discussions continue about the historic Walter and Naiad Einsel property), and on-again, off-again 81-unit Lincoln Street/Cross Street/Post Road West development (it’s back on).

But wait! There’s more!

This week, a legal challenge was filed after the commission turned down an application for 122 Wilton Road. That’s the 1.16-acre parcel at 122 Wilton Road — at the Kings Highway North intersection, adjacent to the Taylortown Salt Marsh and wetlands. A developer wants to build a 19-unit, 3-story, 20,078-square foot rental complex there.

“Complex” is the right word, for all these proposals.

Though it’s easy to see why developers look at the 8-30g statute, and see a cash register.

And why they’re filing a blizzard of applications and lawsuits now. As of April — thanks to recent construction like 1177 Post Road East, opposite Greens Farms Elementary School — Westport may qualify for a 4-year moratorium on affordable housing proposals.

Like shoppers stocking up on bread and milk before a snowstorm, developers race to beat the clock.
